Arbiter remains one of the most useful long-term champions in Raid: Shadow Legends because she solves two problems every account faces: turn order and consistency. Her Arena aura gives 30% SPD in Arena, which is still a massive advantage for any speed team trying to move first. Even in an era filled with stronger nukers and more disruptive champions, opening the fight with Arbiter is often the difference between setting the pace and getting locked down.
For newer players, Arbiter is valuable even if you are not ready to compete in top-tier Arena. Her kit fits into classic progression teams, Clan Boss setups that need turn-meter control, and wave-clearing teams that benefit from speed boosts and extra turns. The biggest mistake is treating Arbiter as an endgame-only luxury. In reality, she improves your account the moment she is built correctly.
The priority is simple: speed first, then survivability. Early and midgame players should aim for high Speed boots, Accuracy only if needed for debuffs, and enough HP/DEF to avoid being deleted before she takes a turn. She does not need to hit hard to be excellent.
